The Trump administration has published a comprehensive peace plan for Gaza, detailing the destruction of Hamas's offensive weaponry and offering amnesty or safe passage to militants, according to a report by The Washington Post on September 28th, 2025. The plan, released during the reporting window between 11:36 PM UTC on September 27th and 1:36 AM UTC on September 28th, 2025, also outlines a prisoner and hostage exchange framework. The plan mandates the destruction of all Hamas offensive weaponry. For militants who commit to peaceful coexistence, amnesty will be offered. Hamas members who choose to leave Gaza will be granted safe passage to other countries. The framework also details the release of all hostages, with Israel agreeing to free 250 prisoners serving life sentences and 1,700 Gazans detained after October 7th. Furthermore, for every Israeli hostage's remains returned, Israel will release the remains of 15 deceased Gazans. These proposals come amidst ongoing international efforts to resolve the Gaza conflict. Previously, on September 27th, 2025, Belgium formally recognized a Palestinian state, a move announced by official Maxime Prévot, who also urged the European Union to impose sanctions on Israel. Hamas had also reportedly signaled readiness for a ceasefire and assented to an Egyptian-backed framework for Gaza management, according to AlHadath, with the United States having also put forth a comprehensive plan for an immediate ceasefire, prisoner exchanges, and humanitarian aid delivery.
