Samaria Council head Yossi Dagan advocated for a voluntary immigration plan from Gaza and Judah and Samaria during an event marking 50 years of settlement in Peduel on September 18th, 2025. Dagan stated that "No Plastic State will rise" in reference to the plan. The comments were made from the balcony of the state settlement in Peduel. The event was organized to commemorate half a century of settlement activity in the region. Dagan's statement was shared on social media by Gila Gamliel. This development follows earlier reports of two individuals killed in a shooting and stabbing attack at the Allenby Crossing on September 18th, 2025, where a Jordanian national driving a humanitarian aid truck was neutralized by security guards. The Izz al-Din al-Qassam Brigades also issued a warning to Israel of a "harsh war of attrition" in Gaza during the previous reporting period.
