The proposal, reportedly similar to previous offers, includes the release of 10 living hostages and 18 bodies in exchange for a 60-day ceasefire and negotiations on ending the war. It also involves Israeli withdrawal to one kilometer from the border in most areas, delivery of supplies including fuel and electricity, and the opening of the Rafah crossing in both directions. Israel has previously agreed to a similar framework, according to diplomatic sources. Israeli Defense Minister Israel Katz stated that Hamas's willingness to discuss a deal is due to "fear that we seriously intend to conquer Gaza City." He added that capturing Gaza City, a "military, governmental, and symbolic center of gravity," would lead to Hamas's defeat.
