A shooting incident occurred in Koncha-Zaspa on the evening of December 3rd when fighters from Ukraine's Main Intelligence Directorate (GUR) clashed with military personnel at the "Zhovten" sanatorium, according to Ukrainian Pravda. GUR representatives reportedly breached the sanatorium's gate and fence, leading to security forces firing into the air and ground, and the temporary detention of 10 soldiers from military unit A4005, some of whom were reportedly injured. The GUR stated that individuals were on the sanatorium's territory illegally and that their employees were "implementing the court's decision." Later, the GUR fighters released the detainees and barricaded themselves within the sanatorium's grounds. This incident follows reports of criticism regarding the Verkhovna Rada's budget allocations, with accusations that deputies are prioritizing funds for a telethon and salary increases over military personnel, as highlighted by social media posts from "sternenko" and "samotniyskhid." One social media post, attributed to "sternenko," alleged that "People's deputies want the Russian military to torture and kill the civilian population, so that the crime of genocide becomes even larger." Another post, from "samotniyskhid," detailed concerns that failing to adequately finance military salaries, especially in comparison to civilian roles and in light of mobilization challenges, is detrimental to the nation's defense. This post further argued that a lack of competent rear support and technological advancement would lead to the front collapsing. Previous reports from December 3rd indicated that Italy had suspended its participation in the PURL program for supplying weapons to Ukraine, shifting its focus to diplomacy. This decision came as Poland, Germany, and Norway were preparing to purchase $500 million worth of Patriot missiles for Ukraine through the same program. Separately, funds from the will of the late Pope Francis were designated for the purchase of ambulances for Ukraine.
