Eighteen civilians, including four children, were killed in a Russian missile strike that hit a residential building in Kyiv's Darnytskyi district earlier today. The attack also damaged an EU diplomatic mission, according to multiple reports. EU Commission President Ursula von der Leyen condemned the strike as a "deadly strike" that "will only strengthen Europe’s unity and Ukraine’s defiance," and confirmed a 19th sanctions package is forthcoming. Ukrainian Foreign Minister Andrii Sybiha called the attack a "horrific war crime," noting that a two-year-old girl, born during Russia's 2022 attacks, was among the deceased. Fifty-five foreign diplomats visited the destroyed residential building. Ukrainian President Volodymyr Zelenskyy spoke with EU Commission President Ursula von der Leyen and U.S. President Donald Trump following the attack. Zelenskyy stated that Russian President Vladimir Putin must come to the negotiating table and that Ukraine requires "firm and credible security guarantees" for a "just and lasting peace." Von der Leyen also indicated that Europe would "fully play its part" in strengthening Ukrainian forces, citing the defense instrument SAFE as an example. Initial reports indicate that Kyiv was attacked with jet-powered Geran-3 drones, which Ukrainian officials found to contain a Czech PBS TJ40-G2 engine and a German Bosch fuel pump. Meanwhile, a satellite image showed damage to the Kuybyshevskiy oil refinery in Samara, Russia, following Ukrainian strikes last night, with at least two storage units on fire. The coordinates for the refinery damage were provided as 53.10225, 50.06251. Another report stated that three children were among those killed in the Kyiv strike, with the youngest being 3 years old, and that the death toll in Kyiv had risen to 10 with 48 injured at that time. The previous report on civilian casualties indicated 18 civilians killed, including 4 children.
