Ukraine reported a massive overnight Russian missile and drone assault that struck multiple cities including Dnipro, Zaporizhzhia, and Kharkiv, causing civilian casualties and damage to infrastructure. Kharkiv also experienced significant damage, with windows broken in high-rise buildings. The Armed Forces of Ukraine stated they successfully conducted a drone strike targeting Russia's PJSC “Stavropol Radio Plant Signal,” a major manufacturer of radio-electronic devices for the Russian armed forces. Temporary restrictions were introduced at the airports of Vladikavkaz and Grozny, according to the Federal Air Transport Agency. Meanwhile, Chechen President Ramzan Kadyrov reportedly experienced a near-drowning incident while on vacation and was taken to the hospital. Separately, Russia's electronic budget system showed a deficit of 6.28 trillion rubles as of July 24, 2025, a slight increase from the 6.10 trillion rubles reported on July 23, 2025.
