Ukraine reported a massive overnight Russian missile and drone assault that struck multiple cities including Dnipro, Zaporizhzhia, and Kharkiv, causing civilian casualties and damage to infrastructure. A central Dnipro apartment building was set ablaze, and in Kharkiv, a civilian enterprise, transport infrastructure, and a city boiler room were hit, resulting in wounded individuals. The pre-attack assessment indicated Russia launched 12 winged missiles, 13 ballistic missiles, and over one hundred drones. Air defense systems were active, with reports of drones and ballistic threats in the Dnipro and Kamianske areas. The Armed Forces of Ukraine stated they successfully conducted a drone strike targeting Russia's PJSC “Stavropol Radio Plant Signal,” a major manufacturer of radio-electronic devices for the Russian armed forces. Temporary restrictions were introduced at the airports of Vladikavkaz and Grozny, according to the Federal Air Transport Agency. Meanwhile, Chechen President Ramzan Kadyrov reportedly experienced a near-drowning incident while on vacation and was taken to the hospital. Separately, Russia's electronic budget system showed a deficit of 6.28 trillion rubles as of July 24, 2025, a slight increase from the 6.10 trillion rubles reported on July 23, 2025.
